Internet Safety and VPNs in Thailand: What US Agencies Say (2026)

Checked against official pagesLast verified: Oct 16, 2026Review due: Nov 16, 2026

The short answer

A VPN is a choice, not a rule, for travelers in Thailand. The FTC says public Wi-Fi is usually safe, but it also says most networks don't encrypt by default. CISA says to avoid open Wi-Fi for banking or shopping. A VPN moves the risk from the network to the VPN company, so the app you pick matters. We found no official US or Thai page on whether VPNs are legal in Thailand.

What the FTC says about public Wi-Fi

The FTC's 2023 guide says connecting through a public Wi-Fi network is usually safe, because most sites now encrypt your data. It adds that a scammer can still run a fake site, and anything you send to that site is theirs to see.

An FTC video gives a stricter tip. It says not to assume a public network uses encryption, and that most don't. The two pages differ in tone, so treat open Wi-Fi with care.

What CISA says

CISA is the US cyber agency. Its archived 2021 pages tell you to avoid open Wi-Fi networks for personal business, banking or shopping. They also tell you to confirm the name and password of a public hotspot before you use it.

What a VPN does and does not do

The FTC says a VPN app can make your traffic look like it comes from the VPN's servers. CISA's 2024 guidance for highly targeted people says a personal VPN shifts risk from your internet provider to the VPN provider. In short, you pick which company you trust with your traffic.

That guidance is written for people at high risk, such as journalists and officials. It is not written for a typical traveler, so we don't treat it as a rule for you.

Free VPN apps

The FTC says many VPN apps are free because they sell ads inside the app. CISA says many free and commercial VPN providers have questionable security and privacy policies. Read an app's privacy policy before you install it.

We found no official US or Thai page that answers this. The State Department's human rights report covers Thailand's Computer Crime Act and website blocking, but it doesn't discuss VPNs. Ask a Thai embassy or a lawyer if it matters for your work.

Simple habits for travelers

  • Skip banking and shopping on open Wi-Fi, as CISA advises.
  • Ask staff for the real name and password of a hotel or cafe network, as CISA advises.
  • Our view: use mobile data for anything sensitive. A local eSIM keeps you off shared networks. See our Thailand eSIM page.

The FTC and CISA pages we read are not about Thailand. The FTC says public Wi-Fi is usually safe, but scammers can run fake sites. CISA says to avoid open Wi-Fi for banking, shopping and other personal business, and to confirm a hotspot's name and password before you connect.

Are free VPN apps safe?

Are VPNs legal in Thailand?

Verdict

For most trips, a VPN is a choice and not a rule. The US agencies we read agree on one habit: keep banking and shopping off open Wi-Fi. They disagree in tone on how risky public Wi-Fi is, and a VPN only moves your trust to another company. We found no official answer on VPN legality in Thailand, so check before you depend on one.
